The Department of Labor and Employment (DOLE) has issued Labor Advisory No. 18, Series of 2026, setting pay rules for November 1 and 2 (special non-working days) and November 30, Bonifacio Day (a regular holiday). In short, “no work, no pay” applies on November 1 and 2 unless your company policy or CBA says otherwise, while on Bonifacio Day you get 100% of your daily wage even if you do not work, and 200% if you do.
Labor Secretary Francis N. Tolentino signed the advisory on October 12, 2026, and DOLE announced it on October 13. Below is what that means for your payslip, with worked examples.
Which November 2026 days are holidays?
Under Proclamation No. 1006, signed September 3, 2025, which declared the 2026 holidays:
- November 1 (Sunday), All Saints’ Day: special (non-working) day
- November 2 (Monday), All Souls’ Day: additional special (non-working) day
- November 30 (Monday), Bonifacio Day: regular holiday
Because November 1 falls on a Sunday, many workers whose rest day is Sunday will find it is both a special day and their rest day, which changes the pay rate if they are asked to work (see below).
How do the pay rules compare?
Here is DOLE’s Labor Advisory No. 18 in one table. “Basic wage” means your basic daily wage; the example column uses a sample daily rate of ₱700 for illustration only.
| Situation | Special non-working day (Nov 1, Nov 2) | Example at ₱700 | Regular holiday (Nov 30) | Example at ₱700 |
|---|---|---|---|---|
| Did not work | No work, no pay (unless company policy, practice or CBA grants pay) | ₱0 | 100% of basic wage | ₱700 |
| Worked first 8 hours | 130% | ₱910 | 200% | ₱1,400 |
| Overtime, per hour | Hourly rate × 130% × 130% | ₱147.88/hr | Hourly rate × 200% × 130% | ₱227.50/hr |
| Worked, and it is also your rest day (first 8 hours) | 150% | ₱1,050 | 200% × 130% (260%) | ₱1,820 |
| Overtime on a rest day, per hour | Hourly rate × 150% × 130% | ₱170.63/hr | Hourly rate × 200% × 130% × 130% | ₱295.75/hr |
The hourly rate in the examples is ₱700 ÷ 8 = ₱87.50. Your own figures depend on your actual basic wage.
How much do you get if you do not work on Nov 1 or 2?
Nothing extra by law. DOLE says the “no work, no pay” principle applies on special non-working days, unless there is a favorable company policy, practice or collective bargaining agreement that grants pay for the day. If your employer has always paid for these days, check whether that is a company practice you can point to.
How much if you work on Undas (special non-working)?
You get an extra 30% of your basic wage for the first eight hours, or 130% of your daily rate. At a ₱700 daily rate, that is ₱910 for the day. If November 1 or 2 is also your scheduled rest day, the rate is 150%, or ₱1,050 in our example.
How much is Bonifacio Day (Nov 30) pay if you work or rest?
If you do not work, you still get 100% of your daily wage, provided you reported to work or were on paid leave on the workday immediately before the holiday. DOLE adds that if the day before is a non-working day or your rest day, you qualify if you worked or were on paid leave on the day before that. If you work on November 30, you get 200% for the first eight hours (₱1,400 at ₱700).
What if the holiday falls on your rest day?
- Special day + rest day (likely for Sunday rest-day workers on November 1): 150% of basic wage for the first eight hours.
- Regular holiday + rest day: an extra 30% on top of 200%, or 260% of basic wage (basic wage × 200% × 130%).
What about overtime on these days?
Overtime beyond eight hours earns an extra 30% of the hourly rate for that day:
- Special day: hourly rate × 130% × 130% × hours worked
- Special day that is also your rest day: hourly rate × 150% × 130% × hours worked
- Regular holiday: hourly rate × 200% × 130% × hours worked
- Regular holiday that is also your rest day: hourly rate × 200% × 130% × 130% × hours worked
If your payslip does not match, raise it with HR first. You can also call the DOLE hotline at 1349.
