President Rodrigo Roa Duterte signed into law the ‘COVID-19 Vaccination Program Act of 2021’ that would expedite the country’s procurement and administration of vaccines for protection against the Coronavirus Disease 2019 (COVID-19).
Under the law, the Department of Health (DOH) and the National Task Force (NTF) Against COVID-19 are given the authority to undertake negotiated procurement of the vaccines, as well as the needed supplies and services necessary for storage, transport and distribution. It also allows the local government units (LGUs) and the private sector to purchase the vaccines given the conditions set by the law, which includes that procurement should not be more than fifty percent (50%) of their target population for vaccination.
The enactment of the said Republic Act also covers the creation of a PhP500 million national indemnity fund that shall be used to compensate Filipinos who would experience serious adverse effects after getting inoculated.
