In short: Here is how to get a PSA birth certificate online in 2026: order from one of PSA’s two official web channels, PSAHelpline (psahelpline.ph, ₱365 delivered, ₱335 store pickup or ₱290 for a digitally signed e-certificate) or PSA Serbilis (psaserbilis.com.ph, ₱330 delivered for the first copy), then pay online and wait for courier delivery or download. If you’d rather pay only the ₱155 government fee, book a free appointment at appointment.psa.gov.ph and claim your copy at a PSA Civil Registry System (CRS) outlet.
The Philippine Statistics Authority (PSA) issues birth certificates on security paper (SECPA) through its CRS outlets and through two authorized online partners that psa.gov.ph itself links to. This guide compares all of them on price, speed and who may order, using PSA’s own pages and the two channels’ published terms.
PSA Birth Certificate Channels Compared
Last checked: October 25, 2026, against the PSAHelpline order page, the PSA Serbilis terms and the PSA appointment system.
| Channel | Price per copy | How you get it |
|---|---|---|
| PSAHelpline, delivery (SECPA) | ₱365, courier included | Next day after PSA release in Metro Manila; 3 to 8 working days elsewhere |
| PSAHelpline, store pickup (SECPA) | ₱335 | Pick up at a selected National Book Store or Robinsons Department Store within 30 days |
| PSAHelpline, PSA E-Certificate | ₱290 | Digitally signed PDF you download; viewable online for 60 days |
| PSA Serbilis, delivery in the Philippines (LBC) | ₱330 first copy; ₱280 each additional copy (2 copies = ₱610) | Metro Manila next day after PSA processing; other provinces about 6 to 8 working days after payment |
| PSA Serbilis, pickup at a PSA outlet | ₱155 | Claim at the PSA outlet you choose |
| PSA CRS outlet walk-in (appointment required) | ₱155 | Released at the outlet on the date printed on your receipt |
PSAHelpline’s ₱365 is made up of the ₱155 PSA document fee, a ₱160 service and payment fee, and ₱50 for the courier. PSA Serbilis says its prices already include processing, delivery and government taxes, including the ₱30 documentary stamp tax per copy. Requests that need manual verification at PSA can take about 7 more working days on PSAHelpline.
You may also see PSA orders inside the eGovPH app and GCash (GLife). PSAHelpline says both run on its service, so expect the same steps and prices as ordering on psahelpline.ph. Check the price on screen before you pay.
Who May Request a PSA Birth Certificate
Birth records are confidential under Article 7 of the Child and Youth Welfare Code (PD 603), which psa.gov.ph quotes. A copy may be issued only to:
- the person named on the record, or someone they authorize;
- their spouse, parent, direct descendant, or the guardian or institution legally in charge of them if they are a minor;
- a court or proper public official, when absolutely necessary;
- the nearest of kin, if the person has died.
Each online channel narrows this further:
- PSAHelpline and the PSA E-Certificate: for yourself, your child or your parent. The person ordering must be at least 18. For other relatives, go to a CRS outlet.
- PSA Serbilis: your own, plus your child’s, your parent’s, and your spouse’s if you’re married or widowed.
Requirements
Last checked: October 25, 2026, against psa.gov.ph, PSA CALABARZON’s issuance guidelines and PSAHelpline’s guide.
Information you’ll be asked for
- The owner’s full name, sex, date and place of birth (the city or municipality where the birth happened, not where you live now).
- The father’s full name and the mother’s full maiden name, spelled exactly as on the record.
- Whether the birth was registered late, and the year if so.
- Your name, address and relationship to the owner, the number of copies, and the purpose.
IDs and documents
- Owner: one valid ID. At an outlet, bring the original and a photocopy.
- Parent ordering for a child: valid IDs of both parent and child (if the child has one). The parent’s name must appear on the child’s birth certificate.
- Spouse: valid ID plus your marriage certificate.
- Adult child ordering a parent’s record: valid IDs of both, plus your own birth certificate to prove the relationship.
- Guardian of a minor or nearest kin of a deceased person: valid ID plus an Affidavit of Guardianship or an Affidavit of Kinship.
- Authorized representative (outlet): your valid ID, the owner’s valid ID, and an authorization letter or SPA that says it’s for a PSA request and names the document, the number of copies and the owner’s birth details. A representative may request for at most two unrelated people.
Accepted IDs include the PhilID or ePhilID, passport, driver’s license, PRC ID, UMID, Pag-IBIG card, voter’s ID, postal ID, senior citizen ID, OFW or OWWA ID, NBI clearance, police clearance, PWD ID, a barangay ID or certification with photo and signature, a TIN card with photo, and a current school ID for students 18 and up. No PhilSys ID yet? See our PhilSys National ID guide.
How to Order on PSAHelpline (Web, eGovPH or GCash)
- Start the order. Go to psahelpline.ph, click Order Now, choose Birth, then pick delivery, store pickup or E-Certificate.
- Enter the owner’s details. Say whose certificate it is, then type the owner’s name, sex, date and place of birth, the father’s name and the mother’s maiden name exactly as on the record.
- Enter your details. Add your own name, the ID you’ll show the courier, the purpose, the delivery address and the number of copies. Choose whether you or a representative will receive it.
- Pay. You get a 10-digit reference number. Cards, GCash and Maya post in real time; ATM bills payment can take 1 to 2 working days. Track it under Check Status.
- Receive it. Show a valid ID to the courier. If someone else will receive it, set them up in the Online Letter of Authorization after paying (upload your ID, take a live selfie, enter their name and birth date). Couriers won’t accept handwritten letters, and the representative must be 18 or older with a valid ID.
The PSA E-Certificate (₱290)
PSA launched the fully digital E-Certificate on February 24, 2026. After paying, you upload a valid ID and take a liveness selfie, which is checked against the National ID system. Once released, you download a digitally signed PDF with a QR code for verification. It stays viewable online for only 60 days, so save your copy. Ask the office you’re submitting to whether it accepts the e-certificate or needs the printed security-paper copy.
How to Order on PSA Serbilis
- Go to psaserbilis.com.ph and choose Birth Certificate.
- Enter the owner’s details (sex, civil status, birth date and place, parents’ names) and your delivery or pickup choice.
- Pay online. Card payments go through PesoPay; the site lists other e-wallet and over-the-counter options at checkout.
- Wait for LBC delivery, or claim at the PSA outlet you picked. Track the order with Check Status or your dispatch email.
Only the owner, a parent, the spouse, a direct descendant or the legal guardian may receive a delivered Serbilis certificate. Anyone else needs an authorization letter, the owner’s ID and their own valid ID.
Walk-In at a PSA CRS Outlet
Walk-ins need an appointment. Book for free at appointment.psa.gov.ph. The slip can’t be transferred, minors can’t book, and you should arrive 30 minutes early.
- Show your appointment slip to the marshal and get an application form and queue number.
- Submit the form with your IDs (and authorization, if any) and pay ₱155 per copy at the window.
- Check your official receipt, then claim the certificate at Releasing on the date it shows.
PSA Region IV-A also says you can apply through your city or municipal civil registrar or at SM Business Centers.
Common Problems and How to Avoid Them
- Newborns: PSAHelpline advises waiting out the posting period after registration, about 2 to 4 months in Metro Manila and at least 6 months in the provinces, before ordering a PSA copy.
- Born before 1945: PSA usually issues a Negative Certification instead. Check with the local civil registrar where the birth was recorded.
- Typos in the record details: enter names and the city or municipality of birth exactly as they appear on the original record, not your current address, so PSA can match your request.
- “Expired” certificates: a PSA birth certificate doesn’t expire, but PSAHelpline notes the DFA and embassies prefer one issued within the last 6 months.
- Fake sites: psa.gov.ph names only psahelpline.ph and psaserbilis.com.ph as its web channels. Don’t order through social media pages or “rush” agents.
Need help? PSAHelpline: (02) 8737-1111, Monday to Saturday 8 AM to 5 PM, or help@psahelpline.ph. PSA Serbilis lists Globe and Smart hotlines on its website, open Monday to Friday 8 AM to 5 PM.

Frequently asked questions
How much is a PSA birth certificate online in 2026?
On PSAHelpline it’s ₱365 delivered, ₱335 for store pickup or ₱290 for the e-certificate. On PSA Serbilis it’s ₱330 for the first delivered copy and ₱280 for each additional copy. At a PSA CRS outlet (with an appointment) it’s ₱155 per copy.
Can I order a PSA birth certificate for my spouse online?
Yes, on PSA Serbilis, if you’re married to or widowed by the owner. PSAHelpline and the e-certificate are limited to your own, your child’s or your parent’s record, so for a spouse use PSA Serbilis or a CRS outlet with your marriage certificate.
Is the PSA e-certificate accepted for passports and other transactions?
It’s an official, digitally signed PSA document with QR verification, but each office sets its own rules. Ask the agency or embassy first whether it accepts the e-certificate or needs the printed security-paper copy.
Can someone else receive my PSA birth certificate delivery?
Yes. On PSAHelpline, assign them through the Online Letter of Authorization after paying; they must be 18 or older and show a valid ID. On PSA Serbilis, a non-relative needs your authorization letter, your ID and their own valid ID.
