Late September and early October brought a sharp rise in incidents in the West Philippine Sea. Chinese vessels used water cannons during a medical evacuation at Ayungin Shoal. A Chinese militia ship twice sent swarms of small boats to Kota Island. And a Chinese research vessel was tracked inside the Philippine exclusive economic zone without permission.
President Ferdinand Marcos Jr. has described the situation as a “new phase” of escalation, according to Inquirer.net and the Manila Times. Here is a dated timeline built from Philippine Coast Guard, task force and news reports, with background for readers new to the issue.
Background: Why These Places Matter
Ayungin (Second Thomas) Shoal is a low-tide elevation just over 100 nautical miles from Palawan, inside the Philippine EEZ, Rappler reported. The World War II-era BRP Sierra Madre was deliberately grounded there in 1999, after China built up nearby Panganiban (Mischief) Reef, and a small Filipino military detachment lives aboard.
Kota Island is part of the Municipality of Kalayaan in Palawan. The National Task Force for the West Philippine Sea says its territorial sea is under Philippine sovereignty.
The 2016 Arbitral Award affirmed the Philippines’ EEZ and found China’s historical claims baseless. Beijing does not recognize it.
For more than two years, Rappler noted, Ayungin was relatively quiet under a “provisional arrangement” between Manila and Beijing covering resupply and troop rotation. That calm ended in late September.
Timeline
Late September. Rappler reported that Chinese forces halted a Philippine mission to the BRP Sierra Madre. It was unclear afterward whether the provisional arrangement still stood. TPW reported on the halted mission and the US response at the time.
September 28. According to the NTF-WPS, Chinese Maritime Militia Vessel 9622 deployed 24 sampans near Kota Island.
October 2. The Coast Guard said Chinese research vessel Tan Suo Yi Hao left waters near Sanya, Hainan. It was tracked with dark vessel detection and the Automatic Identification System.
October 8. A soldier aboard the BRP Sierra Madre needed medical evacuation. The PCG said a China Coast Guard vessel began using a water cannon against BRP Cabra at about 7:30 a.m., when it was some 9 nautical miles north of the shoal. The CCG insisted on a rendezvous point farther from the Sierra Madre, and a CCG rubber boat followed the Philippine boat for the whole 9.2-nautical-mile transit. The soldier was transferred at around 3:15 p.m.
“A transfer like this would normally take only a few hours. It took nearly 10 because the CCG used its water cannon, refused the original rendezvous point, and shadowed PCG assets throughout,” said Rear Adm. Jay Tarriela, the PCG spokesperson for the West Philippine Sea. Three CCG vessels, a Chinese militia ship and a Chinese Navy warship were monitored in the area.
October 9. The same militia vessel, 9622, returned to Kota Island and deployed 22 sampans, one of which came within about 250 meters of the shoreline, the NTF-WPS said. When the Coast Guard, backed by the Marines and the Navy, responded, the Chinese mothership circled the Philippine boats and its master claimed the area as Chinese territory. All the Chinese vessels eventually left. The task force said the boats had been fishing without authorization and dumping waste.
October 9. The research ship Tan Suo Yi Hao entered the Philippine EEZ, according to the PCG.
October 10 and 11. The research ship was tracked northwest of Katimugan Bank and then near Hubo Reef. The PCG said the Department of Foreign Affairs confirmed that China had not asked for Philippine consent to do marine scientific research. On orders from Coast Guard Commandant Adm. Ronnie Gil Gavan, the PCG sent aircraft and vessels to challenge it. Its radio calls went unanswered.
October 11. Speaking in Singapore, Marcos warned of a “new phase of escalation,” according to the Manila Times and Inquirer.net.
What Officials Are Saying
“Giving medical care to Filipino personnel stationed there is the government’s sovereign responsibility, not a privilege granted by any foreign power,” the PCG said after the medevac.
Gavan said China was using fishing and research vessels in several areas at once to spread Philippine capabilities thin and strain logistics. He said the PCG would follow the President’s guidance “not to lose even a square inch of our territory and jurisdiction.”
The NTF-WPS said the Kota Island fishing violated the Philippine Maritime Zones Act (RA 12064) and the Fisheries Code. It said “repeated intrusions, coercive maneuvers, and baseless assertions of sovereignty will not be allowed to become normalized in Philippine waters.”
What to Watch
- Whether the next Ayungin resupply and rotation goes through, and whether the provisional arrangement survives.
- More militia activity around Kota Island and other features in the Kalayaan Island Group.
- Diplomatic protests from the DFA and statements from allies, including the United States.
TPW will keep this timeline updated.
