To get a Postal ID in 2026, go in person to a PHLPost capturing station or post office that offers Postal ID data capture, fill out the application form in bold black or blue ink, present one proof of identity (a PSA birth certificate counts) and proof of address, then pay ₱550 for regular processing or ₱650 for rush. Biometrics are taken on the spot, and the card is valid for three years.
The Postal ID is a primary government-issued ID many banks, the DFA and other offices accept. Below are the current PHLPost requirements, fees, steps and the mistakes that send people home empty-handed.
Postal ID requirements 2026
PHLPost Circular No. 25-48 (March 20, 2025), reiterated on the official PHLPost site in August 2025, standardizes what every post office must ask for. New applicants must personally appear and submit:
- One duly accomplished Postal ID application form, written in bold letters with black or blue ink.
- One valid proof of identity: a PSA-issued birth certificate, PhilSys National ID, UMID, driver’s license, passport, or any other government-issued ID with your photo and signature.
- Proof of address: a barangay certificate of residency, utility bill, lease contract, land title, school billing statement, or other recognized proof of residence.
Special cases only: a marriage certificate if a married woman uses her spouse’s surname; a death certificate or annulment decree for widowed or annulled applicants; a divorce decree for divorced applicants; and a naturalization certificate for naturalized Filipinos. PHLPost has told Area Directors and Postal ID screeners not to demand extra papers outside that list.
In July 2026, PHLPost and GMA News clarified that first-time applicants are not required to already hold another valid government ID. A PSA birth certificate plus a barangay certificate (or a utility bill in your name as proof of address) is enough to start. That is the point of the Postal ID for many first-time jobseekers and young adults.

How much is a Postal ID in 2026?
PHLPost and Philippine Information Agency reports list:
| Type | Fee | What it covers |
|---|---|---|
| Regular | ₱550 | Application fee inclusive of tax; PHLPost materials also describe delivery as included for regular issuance |
| Rush | ₱650 | Faster processing; release timing depends on the capturing station |
Processing time is not the same in every office. A PNA report on mobile capture in Dumaguete said rush cards are typically released in about four to six working days and regular cards in about a month. Some mall branches, such as SM City Manila, have offered same-day release for applications filed before the noon cut-off, with cards released at 4:00 p.m. Always ask your branch for its current release window when you pay.
The Postal ID is valid for three years.

How to get a Postal ID: step by step
- Find a capturing station. Not every post office does data capture. Check the official PHLPost website or social channels for selected capturing stations, or ask your local post office. PHLPost also runs mobile data-capture caravans in malls and job fairs.
- Prepare your papers at home. Download or pick up the application form (PHLPost has pointed applicants to postalidph.com or phlpost.gov.ph). Fill it carefully in bold letters. Bring your PSA birth certificate or other accepted proof of identity, plus proof of address.
- Appear in person. Biometrics and photo capture require personal appearance. Representatives cannot do the capture for you.
- Pay the fee. Pay ₱550 (regular) or ₱650 (rush) at the window and keep your official receipt.
- Claim or wait for release. Follow the release schedule your station gives you. Same-day branches still have a cut-off; late applications roll to the next release day.
Tips para hindi ka ma-reject
- Spelling must match your birth certificate. Copy names and birth details exactly.
- Bring originals and photocopies. Screeners often keep a photocopy and return the original.
- Do not pay fixers. Apply only at official PHLPost offices or announced mobile capture sites.
- Need another ID while you wait? See our guides to the PhilSys National ID, police clearance and NBI clearance.
