To get a CENOMAR online in 2026, order it from one of the Philippine Statistics Authority’s (PSA) two authorized web channels: PSAHelpline.ph (₱420 delivered, ₱390 store pickup or ₱345 for a digital e-certificate) or PSA Serbilis (₱430 delivered anywhere in the Philippines). If you can go in person, book a free slot on the PSA appointment system and pay ₱210 per copy at a PSA Civil Registry System (CRS) outlet, where a CENOMAR is normally released within one working day.
CENOMAR stands for Certificate of No Marriage Record. It is the PSA certification that no marriage is recorded under your name, and it is one of the papers your local civil registrar asks for when you apply for a marriage license. Below are the prices for each channel, what you need to prepare, the steps, and what happens if PSA does find a marriage on file.
What a CENOMAR is, and what PSA issues instead
PSA describes the CENOMAR as a certification that a person has not contracted any marriage. It is not a record filed at your city hall; PSA generates it by searching its national marriage records for your name and birth details.
- No marriage found: you get a CENOMAR.
- A marriage found: you get an Advisory on Marriages instead, which lists the marriage record or records under your name. This also happens to many people whose marriage was annulled, declared void or ended by a spouse’s death, because the old record stays in PSA’s files.
Common reasons people order one: a marriage license application, fiancé or spousal visa applications, some jobs abroad, and loan, insurance or pension claims where civil status matters.
CENOMAR fees in 2026 by channel
Last checked: November 1, 2026, against the PSAHelpline order page, the PSA Serbilis terms and PSAHelpline’s walk-in guide.
| Channel | Price per copy | How you get it |
|---|---|---|
| PSA CRS outlet (appointment required) | ₱210 | Pay at the outlet; usually released within 1 working day, up to 7 working days if your record needs manual verification |
| PSAHelpline, nationwide delivery (security paper) | ₱420, courier and service fees included | Next day after PSA releases it in Metro Manila; 3 to 8 working days elsewhere |
| PSAHelpline, store pickup (security paper) | ₱390 | Pick up within 30 days at a selected National Book Store or Robinsons Department Store branch |
| PSAHelpline, PSA E-Certificate | ₱345 | Digitally signed PDF you download after an identity check; stays in the portal for 60 days |
| PSA Serbilis, delivery in the Philippines | ₱430 first copy (tiered price for more copies) | About 3 to 4 working days after payment in Metro Manila, 6 to 8 in the provinces, plus 5 to 7 days for areas outside the courier’s regular coverage |
| PSA Serbilis, pickup at a PSA outlet | ₱210 | Owner pays or claims in person at the outlet; no representatives |
| PSA Serbilis, “Viewable Online” copy | ₱185 | Paid in person at a PSA outlet; you view it online for 60 days with an access code |
Why the CENOMAR costs more than a birth certificate: PSA’s base fee is ₱210 for a CENOMAR against ₱155 for a birth, marriage or death certificate. Both have been at those levels since February 2018, when the TRAIN law’s documentary stamp tax added ₱15 to each (The Freeman/Philstar). PSA Serbilis says its prices already include processing, delivery and the ₱30 documentary stamp tax per copy.
About the ₱185 “Viewable Online” copy: this is not a printed certificate. You request it on PSA Serbilis, but you must pay for it personally at a PSA outlet, and you can only view it online for 60 days. A printed copy of it costs ₱80 more at the outlet during that window (Inquirer). Most people who need a CENOMAR for a marriage license are better off with the printed copy or the e-certificate.
CENOMAR requirements
Details you will be asked for
- Your full name (for women, your maiden name), sex, date of birth and place of birth (the city or municipality where you were born).
- Your father’s full name and your mother’s full maiden name, spelled exactly as on your birth certificate.
- The purpose, the number of copies, and the requester’s name, address and mobile number.
Tip: have your PSA birth certificate beside you while filling in the form. If you don’t have one yet, see our PSA birth certificate online guide; you will likely need that too for a marriage license.
IDs and authorization
- Owner: one valid government-issued ID whose name and birth date match your application. Online, you show it to the courier on delivery.
- Someone ordering for you at an outlet: your signed authorization letter or special power of attorney, your valid ID, and their own valid ID. A representative can request for at most two unrelated people and cannot pass the authority on to someone else.
- Receiving a delivery for you: on PSAHelpline, assign the person through the free Online Letter of Authorization after paying (you upload your ID and take a live selfie). They must be 18 or older and show a valid ID.
Accepted IDs include the PhilID or ePhilID, passport, LTO driver’s license, PRC ID, UMID, Pag-IBIG card, voter’s ID, postal ID, senior citizen ID, OWWA or OFW ID, NBI clearance, police clearance, PWD ID, a barangay ID or certification with photo and signature, a TIN card with photo, and a current school ID for students 18 and over. No ID yet? Our guides to the PhilSys National ID, the NBI clearance and the police clearance can help.
Who may get a CENOMAR
Under PSA’s rules, quoted in the PSA Serbilis terms, a CENOMAR is issued only to the owner or their authorized representative; the owner’s spouse, parent, direct descendant, or the guardian or institution in charge of a minor; a court or public official when needed in official proceedings; and the nearest kin if the owner has died. PSAHelpline narrows online orders further: you may order your own, your child’s or your parent’s, and you must be at least 18 to order someone else’s. For other cases, go to a CRS outlet with the authorization papers above.
How to get a CENOMAR online on PSAHelpline
- Start the order. Go to PSAHelpline’s CENOMAR order page and choose nationwide delivery, store pickup or the E-Certificate. Agree to the terms.
- Say whose record it is (yours, your child’s or your parent’s), then enter the owner’s name, sex, birth date and place, and the parents’ names.
- Enter your own details: your legal name, contact details, the ID you will show, the purpose, the delivery address and the number of copies. Choose whether you or a representative will receive it.
- Pay. You get a 10-digit reference number by email and SMS. PSAHelpline lists cards, GCash, Maya, 7-Eleven, Bayad and bank channels; ATM bills payment can take a day or two to post.
- Track and receive. Use Check Status with your reference number. Show your valid ID to the courier, or set up the Online Letter of Authorization if someone else will receive it.
The ₱345 PSA E-Certificate
PSA launched its fully digital e-certificate service on February 25, 2026, and it covers the CENOMAR (Inquirer; Manila Bulletin). You order on PSAHelpline or e-cert.psahelpline.ph, pay, then pass an identity check that uses the national ID system. You then download a digitally signed PDF with a QR code that anyone can scan to verify it. SunStar reported that PSA expects e-certificates to arrive within the day or the next day (SunStar). The copy stays in the portal for only 60 days, so download it right away.
PSA says the e-certificate carries the same legal weight as the printed security-paper copy, but each office sets its own rules on what format it accepts. Before ordering an e-certificate for a marriage license or a visa, ask your local civil registrar or the embassy if they accept it.
How to order on PSA Serbilis
- Go to psaserbilis.com.ph and choose CENOMAR.
- Enter the owner’s details and the requester’s details, then pick delivery within the Philippines or pickup at a PSA outlet.
- Pay using the channels shown on screen.
- Wait for the courier, or claim it in person at the outlet you chose. PSA Serbilis has a no-refund, no-cancellation policy, so check every detail before you pay.
Walk-in at a PSA CRS outlet
You cannot just walk in; you need an appointment first. Book for free on the PSA CRS appointment system. The appointment slip cannot be transferred, minors cannot book, and you should be there at least 30 minutes early.
- Show your appointment slip to the information marshal and get an application form and queue number.
- Fill in the CENOMAR application form (PSA also posts it as a PDF so you can prepare it at home).
- Submit the form with your ID (and authorization papers, if any) and pay ₱210 per copy.
- Check your official receipt, then claim the CENOMAR at Releasing on the date and time printed.
PSA’s own outlet guide lists the CENOMAR as released within one working day, or up to seven working days when the record needs manual verification (PSA CALABARZON).
CENOMAR validity and your marriage license
- No printed expiry: PSA does not put an expiry date on a CENOMAR. But many local civil registrars and embassies want one issued within the last six months, so order close to your filing date.
- The marriage license is the one with a deadline: under Article 20 of the Family Code, a marriage license is valid anywhere in the Philippines for 120 days from issue.
- If you were married before: Article 13 requires the death certificate of your late spouse or the court decree of annulment or nullity. Your CENOMAR request will usually come back as an Advisory on Marriages, and your registrar will ask for these papers.
- Each applicant needs their own. Under Article 11, each of the two parties files a separate application for the license, so each orders their own CENOMAR. Fees and other requirements for the license itself, such as pre-marriage counseling, vary by city or municipality, so ask your local civil registrar.
Mistakes that cost you a second order
- Typos. A misspelled name or a wrong birthplace can lead to a negative result or a delay. Copy the details from your PSA birth certificate.
- No valid ID on delivery day. The courier releases the document only to you or your designated representative, so keep your ID ready or set up the authorization in advance.
- Ordering too early. If your registrar wants a copy no older than six months, a CENOMAR ordered a year before the wedding may need to be ordered again.
- Fixers and look-alike sites. Order only on psahelpline.ph, e-cert.psahelpline.ph or psaserbilis.com.ph. Don’t pay “rush” agents or social media pages.

Frequently asked questions
How much is a CENOMAR in 2026?
At a PSA Civil Registry System outlet it is ₱210 per copy. Online, PSAHelpline charges ₱420 delivered, ₱390 for store pickup and ₱345 for the digital e-certificate, while PSA Serbilis charges ₱430 for delivery within the Philippines. These are the prices we saw on November 1, 2026; always check the total on screen before you pay.
How long is a CENOMAR valid?
A CENOMAR has no printed expiry date, but many local civil registrars, embassies and other offices only accept one issued within the last six months. Ask the office that needs it how recent your copy must be before you order. Separately, a marriage license is valid for 120 days from issue under Article 20 of the Family Code.
Can I order a CENOMAR for my fiancé or partner online?
Not on PSAHelpline, which only takes orders for your own record, your child’s or your parent’s. PSA issues CENOMARs only to the owner or their authorized representative, the spouse, parents, direct descendants, a guardian of a minor, a court or public official when necessary, and the nearest kin of a deceased person. The easiest route is for your partner to order their own copy, or to give you a signed authorization letter, their valid ID and your own ID so you can request it at a PSA outlet.
What if I was married before?
If PSA finds a marriage under your name, it issues an Advisory on Marriages instead of a CENOMAR. That document lists the marriage record or records found. If you plan to marry again, Article 13 of the Family Code says you must show how the earlier marriage ended, for example the death certificate of your late spouse or the court decree of annulment or declaration of nullity.
