Taliwas din ito sa pahayag ni Presidential Spokesperson Harry Roque na nananatiling nasa first wave ng sakit ang bansa. Samantala, binigyang linaw naman ni Health Undersecretary Maria Rosario Vergeire ang pahayag ni Duque sa kontekstong “technical sense” ang ibig sabihin nitong second wave.
